The rapid development of the organic sector, and the ever increasing demand for organic products have resulted in new challenges for the organic guarantee system. It has also meant that an adequate response along the whole supply chain is required. Acknowledging that this is an important issue, representatives of the trade, certification bodies operating in the international sector and a few authorities met in May 2007 at the Federal Agency for Agriculture and Food (BLE) in Bonn, Germany, to discuss the matter. |

Differences between the EU Regulation (EEC) 2092/91 and selected private as well as governmental organic standards were analysed as part of an EU-funded research project on the revision of this regulation. Most of the differences were found in the following areas: conversion, fertilising, animal feeding, veterinary treatment and animal husbandry. Many differences have specific justifications, influenced by specific national or regional circumstances or policy framework. The variations between the EU Regulation, governmental and private-sector standards do not concern basic requirements; i.e. there is a general agreement on the main general principles of organic agriculture within the EU. A certain regional flexibility can be justified. |

This Deliverable 3.2 report presents an analysis of differences between EEC Regulation 2092/91 and other organic standards and their implementation, using a specially developed database (www.organicrules.org). It further reports on database development. The work was carried out as part of the “EEC 2092/91 (Organic) Revision” STREP project (No. SSPE-CT- 2004-502397) within the EU 6th Framework Programme. The main objective was to identify differences in organic standards in relation to Regulation (EEC) 2092/91 and to analyse selected national governmental and private organic standards with the aim of identifying specific areas in the (EEC) 2092/91 where revision in terms of harmonisation, regionalisation or simplification may be possible. |

The paper describes the results of a comparison between two accreditation criteria: the IFOAM Accreditation Criteria and ISO 65 (EN 45011. The comparison does not provide an assessment of each norm, and the format of the comparison makes it difficult to make a quick overview on the major differences. In addition, a summary and an assessment of the variations of both norms are missing. On the other hand, the comparison enables the reader to make their own assessment and as such will be a valuable tool in the discussion and negotiations about recognition of IFOAM Accreditation. |

Gesamtziel des Vorhabens war die Beschreibung eines Qualitätssicherungssystems für Öko-Futtermittel, verknüpft mit dem Ziel, die Produktsicherheit für die Hersteller und Anwender von Öko-Futtermitteln zu erhöhen. Der im Rahmen dieses Projektes erarbeitete Leitfaden "Qualitätssicherung Öko-Futtermittel" ist ein umfassendes Kompendium, welches alle notwendigen Schritte zu einer systematischen Qualitätssicherung von Öko-Futtermitteln beschreibt. Moderne Prinzipien der Qualitätssicherung, nämlich Eigenkontrolle und Risikoorientierung, finden ausdrücklich Berücksichtigung. Die strenge Orientierung an der EU-Öko-Futtermittelverordnung stellt für den Leitfadennutzer sicher, dass die Anforderungen des Gesetzgebers mit Hilfe dieses Handbuchs erfüllt werden können.... |

About 80% of the world’s organic producers are smallholders in low and middle income countries, for whom individual certification would be unaffordable and administratively too complex to manage.
